The Windsor engine has a 1-3-7-2-6-5-4-8 firing order. The Cleveland engine has a 1-5-4-2-6-3-7-8 firing order. You may want to try the Cleveland engine firing order first. Unless the Cleveland is vastly different from other Ford engines, the water pump should get the upper heater hose on the upper fitting and the lower fitting is intended for a bypass hose from the thermostat housing. The lower heater hose should go to a fitting on the intake manifold.
