The East and West Plants of the former New Jersey Zinc Company, a primary zinc smelting facility, discharged Webbarren areas of Blue Mountain, the town of Palmerton, and a 2.5-mile-long pile containing 33 million tons of cinders (US EPA 1990). The site contains 2177 Palmerton households, plus another 581 households outside the borough (Black & Veatch 1999: 1-2). At the time Palmerton was proposed for Superfund status, PCCE was formed.
